The Rwanda Scouts Association is governed by 5 organs :
- The Board of Directors
- The Conflict Resolution Committee (Komisiyo Nkemuramakimbirane)
- The Audit Committee (Komisiyo ya Ngenzuzi)
- The Disciplinary Committee (Komisiyo ya Ngengamyitwarire)
- The Electoral Committee
The Board of Directors
The responsibilities of the Board of Directors are :
a. Suggest the National Council amendments to the statutes and internal rules;
b. Prepare and chair the sessions of the National Council;
c. Recruit and dismiss permanent staff of the Association;
d. Control the functioning and discipline of staff based on the Chief Commissioner’s report;
e. Ensure smooth management of the Association;
f. Control and give opinions on the activities of the Districts;
g. Prepare activities at the national level;
h. Check reports submitted to the Chief Commissioner or to the Executive Secretariat.
The members of the Board of Directors shall be elected by the National Council of the Association among the adult volunteers of the Association by majority of votes, for a four (4) year term renewable only once.

The Conflict Resolution Committee
The Conflict Resolution Committeeis the dispute resolution body that emerges between Association’s members and between various organs of the Association,at both national and scout district levels.

The Audit Committee
The National Council elects three members of the Audit Committee for three years non-renewable. Their mission is to control the management of the finances and other assets of the Assocition and make a report on them.

The Disciplinary Committee
The Disciplinary Committee is the committee in charge of looking alleged breaches of the discipline of members within RSA, and adjudicating on them.
The duties of the disciplinary committee are as follows:
a) To ensure that current standards and practices in Rwanda Scouts Association are observed and to exercise disciplinary power over members for infringement of rules and practices governing scouting in Rwanda;
b) To exercise disciplinary power on any other terms assigned to it in the codes of conduct of RSA members.
